States that the horse sent by S.C. Armstrong S A Com to R.S. Lacey  S.A.C 7th Sub Dist. under instructions from the Chf Q.M. dated Aug 5th 1868 is such a worthless animal that it is suspected that it is not the Government Horse originally issued by the Q. M. to the A.S.A.Comr. describes the horse and directs that an investigation be made and sworn statements taken. States that a prompt & strict investation & report is desired by the Asst Comr

Respectfully returned with the information that the Horse within referred to was reserved from Col. A.P. Blank Qr Mr. in Oct. or Nov. 1865 & very soon there after was sent to Matthews C. H. for the use of the Agent of Matthews & Gloucester Counties where it remained until after the discharge of Mr. E.P. Williams Agent of those Counties where it was sent to Yorktown. The Horse was kept at the latter place only a few weeks which was sent to these Hd Qrs, where it remained until the 8th of August 1868 at which time by direction of the C Q M it was shipped to Maj Remington at Norfolk, the suspicion entertained at Hd Qrs. Dist. Va. that the Horse had been received in exchange for another is entirely without foundation. Attention is respectfully wanted to the accompanying
