In accordance with instructions of a letter from your Hd. Qrs, dated Sept. 11, 1868 I have the honor to report that no steps have been taken either by civil or military authorities to bring to justice the disturbers of the peace who on the 5th ultimo incited a riot at Drummond town, and assaulted without provocation a crowd of peaceable freedmen, wounding several, from the effects of which I learn one has since died. I am unable to report this to the military commissioner as directed by your letter as there is no Military Comr in this Div. as I know of.
