Sir:

In view of the expected discontinuance of this Bureau, I have the honor to make the following representations.

The freedmen are now in substantially the same condition as at the moment of Emancipation — as in slavery.

No material change has come over them morally, and their physical well being is, on the average, now, no better than when they were slaves. The appearance of effort, the active demonstration in the direction of education, and general improvement now being made, is not to be understood
