any of the officers named by the S.A.C. would necessitate an assumption of facts beyond the duty of the Asst. Commr. and which very facts it is the clear duty of the Sub Asst. Commr. to ascertain, and act upon.

The Acts of Congress and Orders relating to this Bureau, and the published orders of the General Commanding 1st Mil. District, should enable any offices of the Bureau to decide, whether any particular case was and for his attention, or whether it should be directly or indirectly brought by any interested party before any military Authority.-

This very nature of classification of cases was suggested in the endorsement from these Head Quarters of Nov 3d, though considerable surprise was entertained that the S.O. Comm. had not before understood his duty in this respect, and it was hoped that the hint contained would be sufficient without a more direct rebuke.-

If in any case or class of cases, and Bureau officer applies for information, he will be cheerfully instructed so far as the Asst. Commr. is competent- but the case or cases must be stated, and not left to the imagination.-

The last endorsement of the S.A. Commr. is considered highly insubordinate and improper. These papers will be promptly returned with such explanation from the S.A.C., as he may have it in his power to give-
