Respectfully returned to Bvt. Brig. Gen'l. O. Brown Ass't Com'r Va, with the recommendation that an additional Physician be employed to aid Dr. Young. It is as stated by the Chief Surgeon, impossible for Dr. Young to attend to all the suffering freedmen, as humanity would require, as he is now situated.
