General.
The engagement of A.A. Surg. A.C.W. Young in charge of Freedmen in qrs. and of approving sick rations for indigent freedmen, have become so oppressive, that it is not within the physical ability of any man to discharge them fully. The question of issuing or not of sick rations requires examination for its decision; to prevent numbers from securing these rations who are not entitled to them. I think it would be a matter of economy with the Bureau, to employ some reliable and competent person to take charge of the personal examination and approval or disapproval of these applications, as an assistant to Dr. Young. Any judicious & faithful man, if not a medical officer can perform this duty; and I presume one can be employed at the
