Dear General

As a person has already been provided to attend to the rations, thus relieving Dr. Young from that business - I have just issued an order that the two Hospital Stewards at the Dispensary, who are both educated physicians and graduates, shall attend to all applying for medical treatment at the Dispensary. I have also relieved Dr. Young from this duty, by order, and made his only duty the care of sick freedmen in Quarters at Richmond- Manchester & surroundings. In my opinion this will avoid the necessity of another Physician and at the same time provide prompt attention to all pressing cases.
