Dear Sir,
This will introduce Capt John DePass of this city who visits Richmond in quest of appointment to position with the Dpt of Freedmans Bureau.  Mr DePass did good service in the Army during the War and is well worthy and competent to discharge the duties of the office to which he asks appointment.
