General,

I have the honor to present the following report of the operations of the Medical Department of the Bureau R.F. & A.L. Dist Va - and the Sanitary condition of freedmen, during, and at the close of, the month of October, 1868. viz;
Number of Hospitals running Oct 31st - 2.  
one (1) at Richmond, and one (1) at Hampton Va. (The number is the same as last reported.) It was the intention to close the Hospital at Hampton Oct 31. - but the difficulty attending providing for the large number of inmates, in such a manner as to prevent any severe suffering made it necessary to postpone the time of closing the Hospital to the 10th of November. 
Dispensaries are in operation, and Medical Officers in charge of the same, and, also, of indigent sick freedmen in quarters, at, and about, the Station - as follows;
