Lynchburg Va February 24th 1868. Genl.- I have the honor to state that my communication of the 14th Dec asking that One hundred dollars be appropriated to complete a school house & church already commenced in this county for the benefit of the Freedmen, was referred to the officers at this post and favourably endorsed and returned, since which time I have heard nothing of it._ The House is nearly completed and the payments due the first of March, I therefore respectfully ask that I be allowed the amount to complete the payment as I alone am responsible for it._ It may be well to state that the ground upon which the house is built is secured by deed to the trustees for the benefit of the freedmen._ I am Genl Very Respectfully Your Obt Servt F.C. Hutter Genl. O.O. Howard Washington D.C.
