the sick and to those unable to go after Soup rations. We have greatly exceeded our estimate for rations, our calculations of the amount of suffering and destitution existing falling far short of the reality. 

In giving this aid the Bureau has not confined its benefits to color but simply extended its charity to the most needy of both races. 

Any Report for March 1868 is as follows. To Loyal Refugees 39,108 to rations to Freedmen 15,320 rations and to sick in quarters 13,504 rations. This is exclusive of the Soup rations and issues made at Howard Grove Hospital. The Bureau was guided strictly in giving this aid by certificates from Physicians and other charitable and well informed citizens. There are many, very many still out of employment and their families must be aided.

The City has completed the erection of a Ward to the Alm house for the Colored and I will embrace the earliest opportunity to fill the same with paupers, property chargeable
