General,
I have the honor to forward an additional estimate for rations, as follows!
For destitute freedmen 25,000
For Loyal refugees 13,000
Total 38,000

I regret also to mention that in my former estimates, I neglected to add the "Soup Rations" for the months, and I beg to be allowed to send in my estimate at this late date, for the present month, as follows.
For destitute freedmen - - 60,000
For destitute refugees - -20,000
Total 80,000

The Soup ration is by far the cheapest mode of feeding these persons, as the
