ration of Soup and bread as now issued cost the Government a fraction over three (3) cents. I hope next month to cut the issues down to about one fourth (1/4) of the present amount. This estimate is made to cover a deficiency which now exists, as we only estimated for 37.000 rations, when we have issued up to this date 53,460. We will also arrange the issues that 18,540 rations will be more than enough to supply the destitute. You will perceive that we cut the rations down this month, when compared with the month of March 45.000 rations. We have also reduced the Soup ration 165.000. We believe that for the month of May 1868 we can cut the ration down to 40.000 and entirely do away with the Soup ration
Very Respectfully
