General,
I have the honor respectfully to submit the following as my estimate of the number Rations and Soup Rations, required for issue to Loyal Refugees, Sick and Destitute freedmen in my Sub-District, for the month of May 1868. Viz!

For Refugee freedmen in 1st Div'n   50,000 rations
For Sick freedmen at. Howard. Grove. Hosp'l. 
                                     16,500 rations 
Total rations                        66,500

Soup rations for Refugees & freedmen (total)  
                                     50,000
