The Board voted aid to several whites outside of the Poor House, positively refusing it in a similar case where the parties were colored.  It further appeared that the Board has failed to furnish the necessary medical attendance for the institution and that the Sheriff used the influence of his official position to warp its action. The paupers are not properly clad, and they have not a sufficiency of good and wholesome diet.

The certified statements of parties together with a detailed report of my own, have been forwarded to the military Commissioner for the consideration and action of the proper authority.
