In compliance with your directions contained in letter dated at your Hd Qrs. Sept. 1st 1868 acknowledging receipt of my report for the month ending Aug. 31st 1868, under Cir. No 6 C.S. 1866 and requiring a specification of Cases of oppression mention therein; I have the honor to submit the following:

Lewis Turner, col'd residing several miles in the County, was arrested on or about Aug 1st on the charge of stealing Truss Hoops from Henry Boyd, of Manchester, the constable making the arrest acted in an unusual manner, showing no warrant but roughly ordereding
