The foregoing is, in brief, a history of the circumstances which influenced me, and of my purposes in this action. I need not tell you how painful to me is everything connected with it. Much must be felt that cannot be spoken. 

At first, under the influence of that grief and anxiety which were natural, I felt that the circumstances justified me in doing as I did.  In a calmer moment, I could wish that there had been not even an apparent disregard of Official obligations. I could wish so especially because after nearly six years of Army service, I can remember no instance in which I rested under censure for intentional neglect or evasion of any duty. My intention was never purer than in this instance, and it is but natural that I would regret to have the record marred so near the termination of my public service.

I leave the case with you and with other of my superior Officers to whom it may be referred. The consideration which it has ever been your pleasure and theirs to extend to me, perhaps unmerited, causes me to feel that the most lenient view will be taken consistent with a just sense
