In compliance with "Letter" dated Bureau R.F. and A.F. Head Quarters, Asst. Comr. Dist. of Va. Richmond Va. April 15th, 1867. I have the honor to state that after inspecting the condition of the prisoners in the penitentiary and jails of this Division I find nothing of interest to report. The prisoners seem to be properly provided with suitable accommodations in food, clothing, etc. The number of convicts in the penitentiary is four hundred and nineteen (419) one hundred and seventy-three (173) of whom are employed by companies outside of the prison. The City of Richmond jail contains eighty-nine (89) persons twenty (20) of whom are undergoing sentence the residue are awaiting trial. Henrico County jail has ten (10) inmates all undergoing sentence Charles City County jail has eight, all of whom are awaiting trial and will be disposed of at the present term of the court.
