I have the honor to return herewith the enclosed communication received on the 9th inst. with the following report.

On Sunday morning the 22nd Ultimo, Robt F. Rice white, employed by Major Archer, some three miles from Mechanicsville, went to the kitchen of the premises to take his breakfast. After eating, he was sitting by the kitchen fire, and was just preparing to smoke, when a colored man named Jacob Powell, who was also employed by Major Archer, walked into the kitchen, and kneeling himself down between a col'd man and a col'd woman, who were also there, presently remarked in a jocular way that he could "knock
