I have the honor to invite the attention of the Major General Commissioner to a communication from 1st Lieut. Paul R. Hambrick, 45th U.S.I. V.R.C. Recorder of Board established by par 1, S.O. 152, C.S from these Head Qrs. forwarded from these Head Qrs. Decr. 19th 1868. I would respectfully submit that delay in the case, will greatly diminish the value of a decision in favor of the Bureau.
