The owner of the land Mr. W.B. Gates has for a long time been a claimant for the formal restoration of the wood to himself - chiefly on the ground of the compulsory nature of the transaction - and that it was not a sale on his part.  It is not supposed that the Board is expected to enter into this question, as it has already been addressed to higher authority. -

The Board therefor reports that the wood upon the above mentioned land was in 1865 held by the Agent of the U.S. Treas'ry and claimed as property of the Confederate States, and that from all the information in the power of this Board to obtain, the right and title of the U.S. remains the same as at that date and that the condition of the wood remains unchanged, with the exception that the owner of the land Mr. Gates
