General, 
I have the honor to request that a Bureau Officer be detailed for duty at Charlotte C.H. Va. for the following reasons. viz:

Charlotte C.H. is twenty eight miles from Farmville,  and there are no means of reaching that point excepting across the country, and the present state of affairs require the presence of an Officer at that point even if he is only temporarily stationed there. 

The county named embraces a large territory, and is so far as the colored people are concerned, rather densely populated, and as in all other counties adjacent hereto, there are but few magistrates who can be entrusted safely with the adjudication of cases in which freedmen appear as parties.
