The authorities provide for all the Indigent although the provision is of a poor character. The severe winter has increased the dependants and heavily taxed the resources for the poor.

The desire to have a school established and the interest manifested by the Colored people in these schools already established in commendable. The anxiety to have their children educated is great.

The colored people while they do not indulge in liquor to any great extent consider it a sacrifice upon their part to entirely forego its use. Many of them do not purchase liquor yet will drink it when offered them by whites.

It seems to be the custom of the Merchants with whom the freedman deal to pass the bottle to their customers - hence the custom of drinking is encouraged.
