General:
In compliance with Letter of Instructions No 3 and Circular No 5, Series 1866 and 1867, from Head Quarters Assistant Commissioner Bureau R.F. and A.L, State of Virginia, I have the honor to submit the following report of Inspection of the Counties comprised in the 11th Sub District of Va, for the 2nd Quarter, commencing on the 1st day of April 1868, and ending on the 30th day of June 1868.

During the three months covered by this report, the freedmen have found constant employment in agricultural operations, and considering the difficulties under which they have labored, have worked well with few exceptions. Most of the able bodied men are working for share of crop, a system, in their present condition of ignorance and dependence, fraught with great danger to freedmen, — for these reasons — They are generally poor, and have to procure the necessaries of life, as an advance upon their crop, and unable to keep accounts, the fairness of
