before October 1st 1868. Nemo Ferry school taught by Miss Tommsend (colored)- average attendance (39) thirty nine scholars. Miss Tommsend is one of the most able teachers- of her class- I know. Riverside school taught by Ms Clunk under a grant from New York- average attendance about (50) fifty scholars- but was conducted without system or heartiness and was closed May 1st 1868.

Political
The posture of political affairs in this county presents nothing different from other counties. There is decided antagonism between the male whites and the colored people, although the leaders of the latter have not conducted their canvass with bitterness.

Roads
Public and by roads are in bad order- have been worked three or six days- but freedmen make no complaint of over duty. Thorough repairs cannot be made by unpaid labor alone for some time.

Crops
Wheat generally harvested- and a fair crop. Corn and tabacco largely planted and looking well.

Tax
Capacity of Officer and Condition of records.

Mr. W.H.H Stonell- who has lately taken charge of this Division- labors under many disadvantages: No adequate provision of books of record has been made until this month, and little care exercised in preservation of papers. There is no desk in this office, and only a very small table and couple of chairs. I would recommend that a proper desk be furnished, so that books and papers can be kept in the office. Proper books.
