General:
In compliance with a communication from Thos P. Jackson Sub Asst. Comr. Bu R F & A.L. 11th Sub Dist. dated Aug 27th 1868, and calling for a report in the case of David Canada, I have the honor to make the following statement.

At a public meeting in the town of Meadville in this County a disturbance took place between the whites and colored, in consequence of the riotous conduct of one Wm White, while David Canada was speaking.

That night and the next day a party of white men are said, by David Canada, to have surrounded him and threatened his life, and some of the colored men are said, by the whites, to have threatened to rescue him. David Canada sent to the C.H. for protection and Lt. Scott, Mil. Comr. at this place went to Meadville, but found
