Sir,
In reply to your communication of the 10th
instant, I am instructed to inform you that such Building material now in possession of the Bureau as can be spared, will furnished, together with the sum of one thousand dollars. ($1000) for the purposes of decking a building for a High School for the Freedmen in Richmond.
The Bureau will hold a lien on the building and lot, for the material and funds thus furnished, until Congress can relieve it, in favor of the Association.

I am directed by the Asst. Commissioner to call your attention to the fact that the report called for in Circular Letter from these Head Quarters dated 18th August 1866, has not been received, our report to Washington has already been delayed 10 days on this account.
The Circular Letter calls for a full and accurate descriptive report of all property in your District included in the provisions of Section 12 of the late Bureau act.-
