I have the honor to report in compliance with Circular No 5 that I have visited during the past quarter all the Divisions of my sub District.
I have no general change to note since last report in the various divisions in regard to their records papers or duty. I have receipted to Captain Sharp for his books and paper as he retires from the Bureau at once upon muster out. His Division is consequently without an Agent. 
The hdqrs of the Mil Commr. being so far removed from Rockbridge Co. in which nine tenths of all the business of the Division arises, renders the presence of an Agent, an imperative necessity at Lexington.
During the holidays many outrages were committed upon unoffending colored people by unknown whites supposed to be students of the college. Several were
