General Orders No 6} Extract

I In order to secure greater protection to Freedmen and to secure the cooperation of the Military Commissioners and Officers of the Freedmens Bureau in their behalf Military Commissioners will require the complaints in all cases where Freedmen are the complainants to be forwarded to them by or through the Freedmens Bureau Officer most convenient of access to their stations together with evidence satisfactory to the Commissioner that Justice cannot be obtained by the civil courts, unless the case manifestly appears to be such as to require his immediate action when the Military Commissioner will take primary cognizance thereof
