I am directed by Bvt Maj Genl O B Willcox USA. Comdg Sub Dist of Lynchburg. to forward enclosed order to you and to request that you transmit copies to each of your Asst Sub A Commrs with directions that they endeavor as far as practicable to conform to its spirit. It is his wish that all Bureau officers in his sub Dist take and retain generally preliminary cognizance of all cases to which the freedmen is the complainant not only that the Bureau may have full information but that its officers may be enabled to render all needed assistance to the freedmen such assistance as the Mil Commr in his Judicial capacity may not properly be able to render

The General desires fullest concord and co operation between the Mil Commr and Bureau officers and issues this order to ensure complete understanding between them in discharge of their various duties in extending protection to the freedmen
