the constitution  In Henry county I found Mr. Fernald much intimidated by the threat or rather very fearful it would be carried into execution because several large planters were pledged publicly so to do. Yet I have little fear of such threats as the same game was tried before the vote for the convention last fall and proved abortive  Few were discharged, none lost a days work as a consequence of discharge upon that ground. Such will be the case in voting for the constitution  
All colored people will vote for it, while their labor cannot be dispensed with. 

Mr. Fernald desires to draw govt rations so as to meet the threat and has I believe submitted a communication expressing his views to you. Yet I cannot recommend compliance with his request at least until after the election 

I would give it as my opinion that the constitution will receive as large a vote in my sub District as was cast last fall for the Convention, as I can learn of no material disaffection upon the part of its voters while there seems a desire
