Colonel,
I have the honor to request that the Bureau appropriate $1000.00 to assist the colored people of Leesburg in building a school house They have a good lot on which to build, the title of which is, vested in Trustees for the benefit of the colored people, generally.  
   
They also have about $800.00 as subscribed, and all that is wanting is this amount from the Bureau in order for this amount to be promptly paid, together with quite an additional sum, which, in my opinion, will be forthcoming as soon as the building is commenced.
   
The fact of the matter is, the colored people, know that they are, of them-selves, unable to
