Your communication of the 29th ultmo —requesting compliance with the last clause of Circular No 1. C.S. Asst. Comr Va and explanation why I have neglected its requirements—received 

In answer I have the honor to state that I have complied with the requirements of the Circular as I understand it and enclose herewith a copy of a communication forwarded through your Headquarters which covers as I construe it the requirements of the last clause of the Circular. If I misconstrue the order or anything more is needed I shall of course be ready and happy to give my immediate attention to it if the necessary instructions are furnished me.
