The latter to accept any terms. In this and the adjoining counties the encouraging of small schools taught by freedmen who have lately learned to read and write has a very beneficial influence 

I have objected to Mr Brackett expending any Bureau funds for other purposes than this believing that Rockbridge and adjoining counties need the establishing of small country schools.  During the coming quarter I propose to give especial attention to this matter in every county.  Lynchburg schools have many pupils sufficiently advanced in books to make fully competent teachers for these small schools and who will undertake to teach whenever guaranteed a merest pittance for support
