Lieutenant:

I have the honor to return herewith the enclosed communication with the following report.
I believe much of the within statement to be exaggerated.
When Dr Miller first informed me with reference to these children, he enpressed so deep an interest in their welfare that I felt inclined to leave it with him to say to whom they should be bound, and asked him to give me the names of suitable persons for that purpose, which he has never yet done.
Upon his presenting the Letter of Attorney to which he refers I addressed a note to Mr Fox who has the children and who I believe has cared for them to the best of his ability, informing him, that under the circumstan[[ces]]
