Your Communication dated the 3rd Inst. has been received asking my opinion wheather the Freedmans Bureau Should be Continued In the State of Virginia or not
I unhesitatingly Answer yes that the Bureau Should be Continued until the State of Virginia is reconstructed So that Just and wise Laws may be enacted to protect the rights of the Poor people of this State as an officer of the Army I have had two years of experiance of Bureau duty Both in Florida and Virginia and I have always found that the poor man Could always have his Just rights protected when ever he appealed
