to a Bureau officer My opinion is now and has been so for the past Two years that if the Freedmans Bureau was abolished there would be no protection for the Freedmen in the Southern States the Civil Courts as now constituted will not render Justice to the Freemen as a general thing both the Judges and Juries of the Courts above referred to are Prejudiced against the Freemen
I wish it to be distinctly understood that there are many honorable [[Strikethrough]] int [[/Strikethrough]] exceptions amongst that class of Law dispences above mentioned were it not for the Presance of our army Stationed throughout the South And the General Supervision that our Army officers have over those Courts the Freedmen would receive little or no Justice I would therefore recommend that the Bureau be Continued In the State of Virginia untill the State is admitted into the union believing that the Law as now Constituted and administered will not do Justice to the Freedmen.
