In obedience to Circular No 5. dated Hd. Qrs. Asst. Com'r Richmond Va, March 27" 1867, I have the honor to submit the following report of an Inspection made by me of the 4th Sub Dist.

1st I find that there is an improvement in the condition of the Freed people, and to these there is a disposition shown on the part of the Employer to deal with fairness and sincerity, They will and do work, and in many instances have managed with close economy to save something from their last years earnings. Twenty two Freedmen have purchased small pieces of land in this vacinity [[sic]] since January last. Some have erected houses, others are preparing to do so. They are anxious to secure homes, and they will do so if they can buy the land.
