J.B. Stegal J.P 3rd Dist of Mecklenburg Co Boydton states that speaking of my own district I can say that the complaint from freedmen against whites have been 100% less than last year and so far as my own knowledge extends (and I have been at some pains to inquire) they (the freedmen) are working much better than last year - They are so far as I have seen respectful and courteous to the whites with now and then an exception. As Registering officer of two large districts in Mecklenburg I have had extended opportunities to become acquainted with freedmen and white citizens and as I before remarked the decrease of complaints is decided  This however is partly attributable to the fact that employers are paying their laborers better than last year their pecuniary condition having improved and enabling them better to meet their obligations 

I have known Mr G W Graham since his arrival at Boydton and so far as my observation has extended I have never seen anything on his part except such as was correct and proper in the conduct of his official duties and such cases as he has decided between white and colored have been decided fairly & equitably
