Reports from Messrs Irvin and Bennett have just been received at this office in reference to the within case. From them I judge that Lieut Hall has not fully complied with the endorsement of Capt Coulter as the case was not properly brought before either of them. They will now give the case a hearing and report their action to me. Both of the gentlemen charged with neglect by Lieut Hall have been consistent Union men throughout the war, and I believe are just as anxious to do justice to the colored people as any United States officer.

As heretofore I will not interfere with the civil authorities unless it is shown by the parties concerned that every remedy has been exhausted, both before the magistrates and Grand Jury.

In Woodstock the town authorities are loyal men and I believe they will do their duty if these cases are properly brought before them.
