Lt. Ed Murphy on duty as A.S.A.C. of this Division was relieved from duty by muster out of Service on the 15th November last. Since which time the local affairs of the Division have been under my own immediate charge in accordance with the Orders of the Asst. Comr.  In the muster out of Lt Murphy the Service has lost a faithful and efficient Officer and the Freedmen a true friend. The Records when turned over to me were in fine Order and kept in accordance with the Manual, since which time I have endeavored to continue them in the same way.

1st The general condition of the Freedmen is good  In most cases they have sufficient to keep them through the Winter without suffering, while some have secured homes for themselves by purchase

2nd The disposition to do justice on the part of the Civil Authorities has decidedly decreased under the influence of prejudice of race and the bitterness of political controversy.

3rd The Marriage Register is nearly complete and the few paragraphs of Circular No 11 faithfully carried out
