In reply to your Communication of the 6" ultimo, asking "whether the Cities of Norfolk and Portsmouth would share with the Bureau the expenses of a Soup House. I have the honor to State: that I promptly addressed communications upon the Subject to the Councils of the two cities. From the Council of Portsmouth I received the enclosed unfavorable reply. The Council of Norfolk after repeated calls and attempts to hold a meeting only succeeded in meeting a few days ago when the Subject was refered to a Special Committee to report. Another meeting was held on the evening of the 16 inst, but as appears from the records of the proceedings no report was made by the Committee. In view of these dilatory proceedings and the probability of the action of the Council being unfavorable, I would
