respectfully recommend that instead of the Establishment of a Soup House, a limited number of Rations be issued to the classes of destitute persons named in your Communication of the 6th ultimo, for the following reasons.

1st  That a Soup House would inevitably involve the issue of Soup to a greater or less number of imposters, as in such a promiscuous distribution of Alms it would be impossible to examine critically into the Circumstances of each applicant.

2nd That the present cost of the destitute Ration (10.49/100) being but slightly in excess of the average cost of the Soup Ration, 6 cts per person, the issue of Rations would, besides the certainty of relieving real cases of distress, really be the more economical of the two Methods.

In case these views meet with your approval, I would respectfully request instructions as to whether the Names of the Applicants should be forwarded, as formerly, for your Approval, or the Rations issued without such approval in each individual case.  The amount of destitution at present existing calls for prompt actions for its relief, especially when the fact is taken
