1st The general condition of the Freedmen is good. They are very generally at work and doing well
2nd The disposition on the part of the Civil Authorities to do justice to the Freedmen is not as good as might be desired owning to the prejudice of race and growing political animosity
3rd The Civil Authorities have acted in good faith in respect to the care of the Colored Paupers and have ample accommodations and means for the support of all the indigent properly chargeable to them. Such of the inmates of the "Old Folks Home" as belonged to the County they have admitted to the Alms House and forwarded others to the Counties which they respectively belonged. 
5th The demand and supply of labor are nearly equal.
6th There have been no Schools in session in the Division during the past quarter. Schools are much needed at Wise Farm, Kempsville, [[Pringo?]] Dist, London Bridge, at Court House and Pleasent Valley
