1st The general condition of the Freedmen is quite good, although considerable destitution exists and at this season of the year many find it difficult to obtain the necessary subsistence. Considerable petty thieving is the result. As soon as the early Spring vegetables are fit for use then condition in this respect will be much improved.
2nd There is little likelihood of the Freedmen obtaining full and impartial justice in all cases where they are interested against the Whites, until Reconstruction shall have worked a change in the Laws and the Officers by whom they are administered
3rd The Marriage Register is nearly complete, and the requirements of the 4 Paragraphs of Cir No. 11 faithfully carried out.
4th Nansemond County has two Poor Houses and Isle of Wight Co one, which furnish ample accommodation for the poor both White and Colored and pecuniarily their means are ample Great aversion to the Poor House exists among the Freedpeople and they will generally undergo considerable privation before consenting to apply for admission
