1st  The general condition of the Freedmen has greatly improved since last report and very little destitution now exists among them.

2nd  The administration of Justice by the Civil Authorities in cases where Freedmen are concerned shows little improvement it being still difficult for them to obtain strict and impartial justice through political animosity and the prejudice of Race.

3rd  The Marriage Report is nearly complete and the 4 paragraphs of Cir No 11 faithfully carried out.

4th  Nansemond County has two Alms Houses and Isle of Wight one which furnish ample accommodations for the poor without regard to color and both counties have ample funds.  The colored people however still manifest a great aversion to the poor house and only apply for admittance when reduced to the most extreme want.

5th  The demand and supply of Labor is about equal.

6th  The condition of the Schools is good and the Freedmen
