is rendered still more evident from the fact that there seems to be quite a general feeling amongst the Freedmen of Nansemond and Isle of Wight Counties that Lt. Fleming is not giving Freedmen affairs that attention which is necessary to their interests. This would leave the Lieut free to devote all his energies to his Military Business to which if properly cared for is enough for one officer to attend to
