The cause of Temperance remains the same as at last report the Freedpeople as a class being remarkedly temperate

The following information pertaining to the several Divisions will set forth more in detail the condition and prospects of the Freedpeople and the faithfulness and capacity of the several Officers and Agents in charge

1st  The general condition of the Freedmen is good although in the Cities of Norfolk and Portsmouth the extremes of prosperity and destitution amongst them as in usual in Cities, is greater than in the country portions of the Division and in the other Divisions of the Sub Dist.

2nd  The complaints of injustice done by the Civil Authorities have nearly ceased in the two cities while in the country portions where the old Magistrates are generally retained in their Offices such complaints are rather on the increase.  The Bureau with the aid of the Mil'y Commissioner Maj H.E. Smith has thus far increased in correcting such acts of injustice as have been reported by these Hd Qrs during the Quarter
