The endorsement at Head Quarters was as follows:
"Respectfully returned to Gen. Brown for such payment as he may deem just. By order of Gen. O. Howard."

By this order, it seems to me, in all deferance, that you, and you alone, were to adjudicate the claim, and make payment. You were constituted the Chancellor, if I may so speak, to do the equity of the case. You want to do what is "just". And it was an individual confidence - a personal trust - to be executed by yourself, and not through any subordinate, perhaps not versed, as you are, in the history & merits of the Claim. I know that this was the calculation of Gen. Howard, and I acquiesced
