Respectfully returned to Maj J. H. Remington. Ast. Sub Commr 1st Dist. 
Va &c, requesting a continuation of the exceptional form of payment of rent for store room  on the following grounds. Viz. that the "P.E.F.C." has not the exclusive use of the buildings occupied by its schools, & has not therefore any place of security or storage for the property of the same, believing these necessities will be covered by the Rental Act as necessary protection a reconsideration of the subject is earnestly desired.
